Public libraries are chasing after Americans ...

Apparently public libraries are chasing after Americans for their unreturned books.  Many cities and states are having financial difficulties, so they are now chasing after unreturned books; if you have a book to return, then that's great, but if not, you'd get charged for it.  You'll have a record in your credit report though in either case.

Why were they not doing this always?  Why only suddenly chase the books?

Cities and states had ok budget and they were getting by in the past, but they're having great financial difficulties today for variety of reasons.  This is why they're trying to get as much money as they can from wherever they can.  They started looking into number of different places, and they figured that they can chase after unreturned library books.
