Need to ID tree and pest!

I recently purschased a home in NW Monana and I have 5 trees that have been planted in the yard. They all have this strange thing on the leaves, that I assume is some sort of pest. It would be great to know what this pest is and also what kind of trees these are! Thanks.

That looks interesting. Is it a worm, insect, or some kind of cocoon/larvae?  The second picture is too blurry to see the detail.
